Due to the challenges of attracting investment in delivering broadband to rural locations, such as topology and demographics, market-driven private investments alone will not achieve overall connectivity.
To tackle this issue North Yorkshire County Council (NYCC) is setting up a framework to attract and assess Internet Service Providers (ISPs) and Access Network Providers (ANPs) who can operate sustainable networks in small rural communities.
The framework is intended to offer communities a list of pre-qualified suppliers. The pre-qualification checks their commercial viability, depth and quality of organisation, quality and type of products offered and ability to provide a retail relationship with end customers.
This framework agreement will cover not only North Yorkshire but may be used across the rest of the United Kingdom and to this end we are communicating the message of this framework out to all interested CISPs and ANPs.
